Whether the proposed development plan is compatible with the natural, topo- <br />graphic features of the site: <br /> <br />The proposed grading has been designed consistent with the Happy Valley <br />Specific Plan requirements and the geotechnical report recommendations that <br />have been prepared for the development. The proposed grading plan gener- <br />ally follows the natural contours. Split-pad and contour graded lots are used <br />to reduce the amount of graded area and/or to produce graded building sites <br />following natural topography. <br /> <br />The location and configuration of the proposed public/private streets gener- <br />ally follow natural contours. <br /> <br />Proposed grading is "held away" from existing creeks and drainage swales. <br />The existing "nose" facing Happy Valley Road will be preserved in its natural <br />configuration, <br /> <br />, . <br />All private lots would be designed to drain to the face-of-curb. Excess storm <br />water runoff will be directed into public street storm drains. <br /> <br />Staff believes that the grading that has been proposed has done a good job of bal- <br />ancing the requirements of the Happy Valley Specific Plan to have sensitive grad- <br />ing and the grading that is needed to create the proposed development, Therefore, <br />staff believes that this finding can be made. <br /> <br />5. Whether grading in conjunction with the proposed development plan takes <br />into account environmental characteristics and is designed in keeping with the <br />best engineering practices to avoid erosion, slides, or flooding to have as mini- <br />mal an effect upon the environment as possible: <br /> <br />The subject property is not located in the Alquist-Priolo Special Studies <br />Zone.
