With the adjusted lot size and lot dimensions, <br />the development was able to significantly reduce grading and preserve topographic features, <br />thus implementing the primary goals specified by the Happy Valley Specific Plan: preserve a <br />majority of the hillsides and existing vegetation surrounding the site as open space, provide for a <br />transition from Callippe Preserve Golf Course and residential developments to the larger re- <br />gional open space areas surrounding the area, and provide for views and vistas from new devel- <br />opment of open space area as, where feasible, of the golf course. <br /> <br />Staff believes that the proposed front yard setback of30 feet, although five feet less than what is <br />specified in the Specific Plan, would be mitigated by the use of custom designed homes instead <br />of production homes. With custom homes, there would tend to be more variety in siting, archi- <br />tectural form, and detailing, which would mitigate the slightly reduced front setback and create a <br />more interesting streetscape.
