With the adjusted lot size and lot dimensions,
the development was able to significantly reduce grading and preserve topographic features,
thus implementing the primary goals specified by the Happy Valley Specific Plan: preserve a
majority of the hillsides and existing vegetation surrounding the site as open space, provide for a
transition from Callippe Preserve Golf Course and residential developments to the larger re-
gional open space areas surrounding the area, and provide for views and vistas from new devel-
opment of open space area as, where feasible, of the golf course.

Staff believes that the proposed front yard setback of30 feet, although five feet less than what is
specified in the Specific Plan, would be mitigated by the use of custom designed homes instead
of production homes. With custom homes, there would tend to be more variety in siting, archi-
tectural form, and detailing, which would mitigate the slightly reduced front setback and create a
more interesting streetscape. Staff believes that allowing the flexibility in the front yard setback

1 Height measurement is taken from the highest to the lowest elevations of the building,

2 A 10-foot side and rear setback applies to accessory buildings that are less than 15 feet in height andlor 100 square feet in
area.
3 A 20-foot side and rear yard setback applies to accessory buildings that are greater than 15 feet in height andlor 100 square
feet in area.

SR:06:271
Page 4
