Resolution No. 92-177 <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTONRESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: Continues to support the Alameda County's quest for <br /> federal, State and regional funds for the construction.of <br /> the first stage of the State Highway 84 freeway facility <br /> between 1-580 and 1-680 and continues to support the <br /> concept of public/private partnerships. <br /> <br />Section 2: Should a toll road be constructed, that portion of <br /> Highway 84 which has Measure "B" funding assistance, <br /> 1-550 to Vallecitos Road, should exclude local residents <br /> from tolls. <br /> <br />Section 3: Support the construction of the remaining portion of <br /> Highway 84 between the Isabel Extension and 1-680 as a <br /> toll road as no assurance of funding appears available in <br /> the next 10 years. <br /> <br />Section 4: Encourages the California Toll Road Company to proceed <br /> with the Environmental Impact Studies as the lawfully <br /> appropriate means for identifying and disclosing major <br /> project needs, alternatives, impacts, and measures of <br /> mitigation including the relationship to the Isabel <br /> Extension. Toll Road funding concepts should exclude the <br /> utilization of public funds to insure a profit for the <br /> toll road company. <br /> <br />Section 5: Requests involvement in the EIR process and reserves <br /> judgment on all projects in the corridor until the facts <br /> are set forth and the consequences of all projects are <br /> fully understood. The EIR process in addition to clearly <br /> identifying the Phase I facilities between 1-550 and <br /> 1-680 should clarify corridor locations north of 1-580. <br /> <br />Section 5: This resolution shall become effective immediately upon <br /> its passage and adoption. <br /> <br /> I HEREBY CERTIFY THAT THE FOREGOING WAS DULY AND <br />REGULARLY ADOPTED BY THE CITY COUNCIL OF THE CITY OF PLEASANTON, AT <br />A MEETING HELD ON SEPTEMBER 1, 1992 BY THE FOLLOWING VOTE: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Councilmembers - Butler, Mohr, Scribner, and Mayor Mercer <br />Councilmember Tarver <br />None <br />None <br /> <br />APPROVED AS TO FORM: <br /> <br />Michael H.
