CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 92-177 <br /> <br />RESOLUTION OF INTEREST IN TOLL ROAD <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />the completion of a State Highway 84 as a freeway-type <br />facility is a needed integral part of the Tri-Valley <br />regional transportation system; and <br /> <br />the twenty million dollars of Measure "B" money is <br />inadequate to build even the portion of State Highway 84 <br />between Vallecitos Road and 1-580; and <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />the existing State Highway 84 is inadequate and <br />dangerous; and <br /> <br />the critical interchange of 1-580/I-680 will become <br />grossly overloaded without the construction of an <br />adequate freeway connection on Highway 84 between 1-680 <br />and 1-580; and <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />the State of California has enacted legislation <br />permitting public and 'private partnerships in the <br />development of the State Highway System; and <br /> <br />this legislation has resulted in the award of a <br />conditional development franchise to undertake <br />environmental studies for State Route 84; and <br /> <br />WHEREAS, <br /> <br />subject to the completion and certification of <br />environmental studies, the California Toll Road Company, <br />(CTRC), has the authority to undertake finance, design, <br />construct, lease-back, and operate the transportation <br />facility as a toll revenue demonstration project to <br />recover its investment; and <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />the economic well-being of the Tri-Valley Planning Area <br />is dependent upon the efficient movement of people and <br />goods; and <br /> <br />California Toll Road Company has proposed an alternative <br />which may allow local access without toll; and <br /> <br />there are no funded, or anticipated, plans at the <br />federal, State, or local level to construct State Route <br />84 between 1-680 and 1-580; and <br /> <br />WHEREAS, <br /> <br />the majority of the State Highway Route between 1-680 and <br />1-580 lies within the boundaries of Pleasanton's Sphere <br />of Influence; and <br /> <br />WHEREAS, <br /> <br />the cost of such needed improvements that serve regional <br />and through traffic should not fall disproportionately on <br />the residents and businesses of the city of Pleasanton, <br />the Tri-Valley residents or Alameda County through the <br />imposition of local taxes, fees, or assessments. <br /> <br /> <br />
