DEVELOPMENT A~SXSTED YP~R <br /> UNITS EXPIRATION <br />Pleasanton Greens 131 1996 <br />Stoneridge 78 1998 <br />Apartments <br />Hacienda Gardens 69 1998 <br />Totelz 27S <br /> <br />It is the intent of the City to first attempt to preserve as <br />many as possible of the 278 assisted rental apartment units <br />at-risk before the year 2000 in order to prevent the <br />displacement of tenants and because of cost considerations. <br />The City further intends to continue to expand the quantity <br />of affordable housing in the future, and to ensure that such <br />units remain available for longer periods of time and can be <br />more readily preserved at the termination of restrictions <br />than in past years. A variety of programs have been created <br />to collectively accomplish this purpose within the ten year <br />planning period and beyond. <br /> <br />The City should attempt to preserve the existing at-risk <br />projects by providing technical assistance to tenant <br />organizations interested in purchasing the units. It should <br />also assist in.identifying public agencies (including the <br />City) and non-profit organizations with potential interests <br />in purchasing and preserving at-risk units, and provide <br />funding and/or technical assistance as may be feasible. <br />Where preservation of assisted units is not possible, the <br />City should minimize the displacementOf tenants by assisting <br />in the negotiation of anti-displacement policy or relocation <br />mitigation with the owner. <br /> <br />If at-risk housing cannot be preserved, then the City should <br />work with other public agencies and nonprofit organizations <br />to replace as many of the potentially lost assisted units as <br />possible by the year 2000. <br /> <br />For the continued expansion of affordable housing in the <br />future, the City should continue to encourage substantial <br />private development of new affordable housing through the <br />Growth Management Program. In addition, future contract <br />agreements between the City and developers should be <br />structured to provide the City with.the first right to <br />purchase or subsidize affordable units. Note that Program <br />7.3 of the Housing Element ex~ends the duration of the low- <br />income se~ aside contract periods from 15 to a minimum of 30 <br />years, whenever possible. <br /> <br />- 11 - <br /> <br /> <br />
