Staffwas directed to report back to the Commission at its
June 28 meeting. As of this date, it is unknown if the City has the resources to engage in
an outside facilitator for the proposed process. As an alternative, staff is researching the
feasibility of a City staff person to facilitate these discussions.

The Knights are not opposed to the mediation process, however due to the following
concerns and uncertainties they would prefer, and staff agrees, that the Planning
Commission render a decision at the June 28 meeting.
. How long the process will take;
. What the process would involve (e.g. set amount of meetings, site visits from
the facilitator to all interested parties, agreement by a certain date and returning
to the Planning Commission, etc.);
. Who would be involved in the mediation process (e.g. all interested parties or
just those in opposition); and
. Going through the mediation process, reaching on agreement with one party
but getting appealed by a different neighbor.

The Knights' have expressed a willingness to discuss the mitigation measures outlined by
staff to the Planning Commission, which included,

. Additional landscaping,
. Window placement and/or orientation,
