<br />DISCUSSION <br /> <br />The Attorney General's Office and the Fair Political Practices Commission have developed a list of <br />topics that must be covered in the two-hour training session. Some of the required topics include: <br />personal financial gain by public officials (e.g., bribery and conflict of interest laws); gifts; travel; use of <br />public resources while in office; government transparency (e.g., the Brown Act and Public Records <br />Act); and fair processes for decision making (e.g., bias, due process, and fair contracting requirements). <br /> <br />For the first compliance period, public officials (and those employees designated for the required <br />training) must complete the minimum two hours of training by December 31, 2006. There are a number <br />of options for complying with this requirement, including self-study materials through the Institute for <br />Local Government and other qualified agencies. The City will offer in-house training to all public <br />officials (Councilmembers and Commissioners) as well as management employees on Wednesday, <br />November 29. The training session for management employees will be held from 1 to 3 p.m. and the <br />training session for Councilmembers and Commissioners will be held from 4 to 6 p.m. Attendees will <br />receive a certificate of completion at the end of the 2-hour training session. All persons required to <br />complete ethics training are responsible for submitting a certificate of completion to the City <br />Clerk for filing prior to December 31, 2006. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends that the Council adopt the attached resolution designating all management <br />employees as employees who must receive ethics training in accordance with Government Code <br />section 53234. <br /> <br />FISCAL IMPACT <br /> <br />There will be no fiscal impact by adoption of this resolution <br /> <br /> <br />Nelson Fialho <br />City Manager <br /> <br />Attachment - Resolution <br /> <br />SR 06:262 <br />Page 2 <br />
