<br />/ <br /> <br />'" <br /> <br /> <br />4J <br /> <br />" <br /> <br />- <br /> <br />pLEASANTONc <br /> <br />City Council <br />Staff Report <br /> <br />November 7. 2006 <br />City Manager <br /> <br />SUBJECT <br /> <br />RESOLUTION DESIGNATING CITY'S MANAGEMENT <br />EMPLOYEES AS EMPLOYEES WHO MUST COMPLETE ETHICS <br />TRAINING ON A BIANNUAL BASIS PURSUANT TO AB 1234 <br />(GOVERNMENT CODE SECTION 53234(C)(2) <br /> <br />STAFF RECOMMENDATION <br /> <br />Adopt the attached Resolution designating all employees within the <br />management group as being employees who must complete ethics training <br />on a biannual basis pursuant to Government Code Section 53234(c)(2). <br /> <br />SUMMARY <br /> <br />Assembly Bill No. 1234, which became effective January 2006, amended the <br />California Government Code to require that certain public officials complete <br />ethics training every two years. Section 53234(c)(2) allows the legislative body <br />to require certain employees to complete ethics training by designating those <br />employees to receive the training. The attached Resolution designates all <br />management employees as being employees who must complete the ethics <br />training. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Assembly Bill No. 1234, which became effective January 2006, amended the California Government <br />Code to require that certain public officials complete ethics training every two years. This requirement <br />applies to all public officials who either receive a salarylstipend for attending meetings or who may be <br />reimbursed for expenses incurred as part of their official duties. The law further states that the City <br />Council may require City employees to undergo ethics training by designating them as persons who <br />must receive the training. The City Manager recommends that the City Council designate all persons in <br />management positions within the City as employees required to undergo the ethics training. <br /> <br />SR 06:262 <br />Page 1 <br />
