<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Tract 7534, Jansen Property, consists of eleven single-family lots on approximately 4.19 acres <br />proposed by Lynden Homes. Tract 7534 is located along Rose Avenue, west of Calico Lane, <br />and north of the Alameda County Fairgrounds. The lots range in size from approximately <br />10,000 to 13,000 square feet. All eleven lots will have access from proposed Cindy Way, <br />which extends from the new extension of Rose Avenue. <br /> <br />This development extends Rose A venue approximately 260 feet westerly. The developer has <br />also contributed their pro-rata share for the water and sewer main extensions along future <br />Rose Avenue from the project site to Valley Avenue. <br /> <br />PROPOSED IMPROVEMENTS <br /> <br />The streets (Rose Avenue, Cindy Way, and Lynn Drive) within this development are public <br />and will be maintained by the City. The storm drain, sanitary sewer and water systems within <br />these streets serving this project will be maintained and operated by the City. The City will <br />also maintain the landscape strip along the south side of Rose Avenue. <br /> <br />A proposed eight-foot wide public trail will be constructed along the Arroyo del Valle. This <br />trail will connect to the trail within the Nolan Farms development, at such time the Jones <br />property develops. This trail is to be maintained by the homeowner's association (HOA). <br /> <br />This development includes a portion of the Arroyo del Valle within its boundaries. Language <br />in the Final Map and CC&R's allows for Zone 7 to take ownership anytime in the future. <br />However, until such time, the HOA will retain ownership including the maintenance <br />responsibility of the Arroyo and the drainage outfall structure. Bio-swales along the edge of <br />public streets are required of this project and will also be maintained by the homeowners' <br />association, including the irrigation system and sub-drains. <br /> <br />Jones Property <br /> <br />As shown on Exhibit A attached, the Jones property is immediately adjacent to Tract 7534 on <br />the northeast. Several development conditions pertain to the Jones property, which reflect on <br />the improvement plans. One of the conditions requires a new 20-foot wide easement between <br />lots 8 and 9 for the benefit of the Jones property for access and utilities. The existing 20-foot <br />wide easement crossing the Jansen property currently serving the Jones property will be <br />abandoned concurrently with the recordation of the Final Map. During part of the <br />construction, the Jones property will have temporary access from the north end of Calico lane. <br /> <br />SR 06:261 <br />Page 2 of3 <br />
