<br />To facilitate access to the demineralization facility, Zone 7 has proposed two driveways, both <br />of which are located on the north curb line of Stoneridge Drive. Both driveways will allow <br />right turns in and right turn out traffic movements only. The most easterly driveway is located <br />on a portion of Zone Ts property that fronts directly on Stoneridge Drive. The most westerly <br />driveway would have to cross the above-mentioned Parcel B that the City purchased from <br />Prudential to have access to Stoneridge Drive. Consequently, Zone 7 is asking the City to <br />grant an access easement for the new driveway over Parcel B for the benefit of ingress and <br />egress to the wellhead demineralization facility. <br /> <br />Staff has examined this request to determine if there was any detriment to encumber Parcel B <br />with this easement. Since Parcel B is a thin triangular shaped parcel only 55 feet wide and 175 <br />feet long, there is little if any potential for future development of this property by the City. <br />Therefore, staff recommends that the access easement be granted to Zone 7 over Parcel B. <br /> <br />Additionally, Zone 7 is asking the City to grant a pipeline easement across Parcel A to <br />facilitate the transmission of well water from its two well sites on the east side of Santa Rita <br />Road to the demineralization facility. Staff has reviewed the proposed pipeline easement in <br />conjunction with the future expansion of Sutter Gate Park. Since a good portion of the pipeline <br />falls within the existing driveway entrance from Stoneridge Drive to Mocho Well 3, staff <br />recommends that the pipeline easement be granted to Zone 7 over Parcel A. <br /> <br />In exchange for the City granting these two easements, Zone 7 has agreed to provide for some <br />additional landscaping (per a plan to be prepared by Zone 7 and approved by City staff) along <br />portions of the perimeter of the Parcel A site where sparse or no landscaping presently exists. <br />This landscaping was tentatively agreed to be placed after Zone 7 completed its Mocho 3 <br />facility on the site, but was omitted at the last minute due to the City's plans to proceed <br />immediately following the well facility construction with the expansion of Sutter Gate Park. <br />Since the park expansion may be some years in the future, Zone 7 management and elected <br />officials agreed, at a City of Pleasanton/Zone 7 Liaison Committee meeting held October 13, <br />2006, to landscape the Mocho Well No. 3 site to a mutually agreeable level as soon as <br />landscape plans are developed and a contractor obtained. <br /> <br />SR 06:167 <br />Page 3 of 4 <br />
