CLASBEB/PROGRAMS - Miscellaneous, Youth and Adult The cost of fee classes is set to attempt to return the full cost of the instructor(s) and materials plus an additional 30% for program supervision and office support (direct program cost). Fee class instructors are paid either hourly or on a contractual basis as determined by Department staff and instructor. Entering into a contract for program service often allows the flexibility needed to provide a program. A copy of the contract is attached for information and approval (Attachment 1). The Recreation Supervisor in charge of the fee classes negotiates the contract. Definition Unit of Measure: The unit/hour cost is computed by determining the total cost of the class per person and dividing by the number of class hours.
