<br />Aftcr staff held two meetings with concerned neighbors (on May 24 and May 25, 2006), it was <br />evident that the neighbors retained unresolved concerns with this revision of the project in <br />regard to the massing and height of the proposed two-story addition and three-car garage. In <br />response to the concerns, the applicant submitted another revised set of plans on July 25, 2006 <br />(Exhibit A). The revisions left the garage as formerly proposed, but reduced the height of the <br />home from 29.83 feet down to 25.94 feet, as measured at the midpoint. (The ridge height was <br />reduced from 36 feet down to 31.75 feet.) The reduction in the home's height was achieved by <br />incorporating the second story into the attic dormers, thereby eliminating the home's appearance <br />as a three-story structure. At this point, staff was able to support the project. <br /> <br />Staff mailed out reduced copies of the July 25, 2006 plans to the 57 concerned neighbors who <br />had signed a petition opposing the project. Of the 33 who responded, 30 still opposed the <br />project. The Zoning Administrator therefore referred the project to the Planning Commission <br />for review and action. After a lengthy public hearing on September 27,2006, the Planning <br />Commission denied the project by a 4-1 vote. The applicant filed an appeal of the Planning <br />Commission decision on September 28, 2006. <br /> <br />PROJECT DESCRIPTION <br /> <br />The applicant proposes to demolish 470 square feet of an existing home and construct an <br />approximately 2,222-square-foot two-story addition, an approximately 833-square-foot <br />basement used for storage purposes only, and an approximately 950-square-foot, 20.5-foot tall, <br />detached garage. The addition would be located at the rear of the existing house, and the <br />detached garage would be located at the rear of the lot.
