<br />Open Spacc Arca <br /> <br />The proposed Gcneral Plan amendment will designate thc open space portion of the Austin <br />property for Opcn Spacc land uses. The application proposes that the opcn spacc land will be <br />owned by the City of Pleasanton. Several neighbors spcaking at the previous work scssions re- <br />quested that thc open space area bc secured as pcrmanent opcn space. Staff belicvcs that the <br />City ownership of thc open space area accomplishcs that request and that any further land use <br />changes to this area would require a ncw General Plan amendmcnt, PUD rczoning and dcvel- <br />opment plan approvals, and environmental revicw. <br /> <br />Grading/Urban Stormwater Runoff <br /> <br />Grading <br /> <br />The proposcd grading plan was dctermined by scvcral factors: <br /> <br />· To the greatest extent feasible, depress thc entire development into thc property by cut- <br />ting into thc hillsidc in order to reducc its visibility to the Laguna Oaks devclopment. <br />· Preserve the three swalcs/sccps, which flank and bisect thc developmcnt. <br />. Grading scnsitivc to the site's topography given its topographic complexities. <br />· Preserve the existing trees on the caretaker's property, which will become Lots 7 and 8. <br /> <br />All lots will be "cut" into the hillside. Thc depth of the cuts will vary from scven fect for Lots 1, <br />3, and 5 to up to 11 feet for Lot 4 and Lot 6. All new lots will be dcsigned to drain to a vegeta- <br />tive rctcntion basin to pretreat the runoffbcfore its entry into the City's storm drain systcm. All <br />lots fcaturc a combination of contour grading and 3: I cut/fill slope banks to accommodatc build- <br />ing pads and access driveways and to addrcss the differenccs in pad heights bctween lots. <br /> <br />Proposed Design Guidelines <br /> <br />Thc lot-specific house and landscape designs will be controlled by design guidclines tailored for <br />this dcvclopmcnt - eight lots in a hillside setting overlooking Foothill Road, backed by the Plea- <br />santon Ridge and adjoining opcn space land. The design guidelines provide dctailed and com- <br />prehcnsivc landscapc and building design standards - diagrams, photographs, and drawings - <br />addressing materials, massing, architccture, planting, etc., for clcar guidance to futurc owncrs <br />regarding their custom home designs. Staffbclieves that the proposed guidelines would provide <br />a comprehensive level of detail and direction to thc future homeowners rcgarding all aspects of <br />thc designs oftheir homes. <br /> <br />SR 06:242 <br />Page 7 of 14 <br />
