Meadowlark Development - Austin Property - Environmental Checklist

Less Than
Potentially Significant Less Than
Significant With Mitigation Significant No
Issues (Continued) Impact Incorporated Impact Impact
Geolo2V and Soils
Would the project:
iv) Landslides? D D [K] D
b) Result in substantial soil erosion or the loss of topsoil? D D [K] D
c) Be located on a geologic unit or soil that is unstable, or D D [K] D
that would become unstable as a result of the project,
and potentially result in on- or off-site landslide, lateral
spreading, subsidence, liquefaction or collapse?
d) Be located on expansive soil, as defined in Table 18-1- D D [K] D
B of the Uniform Building Code (1994), creating sub-
stantial risks to lifc or property?
e) Have soils incapable of adequately supporting thc use D D D [K]
of septic tanks or alternative wastewater disposal sys-
tems where sewers are not available for the disposal of
wastewater?
Discussion

a-i-iii) The subject site is located in the Alquist-Priolo Earthquake Fault Zone as delineated by the Cali-
fornia Division of Mines and Geology. The project would be subject to potential damage from
earthquake ground shaking as a maximum intensity ofVlll of the Modified Mercalli Scale,

The State of California provides minimum standards for building design through the California
Building Standards Code (California Code of Regulations (CCR), Title 24), The California Uni-
form Building Code is based on the UBC and has been modified for California conditions with
numerous more detailed and/or stringent rcgulations, Specific seismic safety requiremcnts arc
set forth in Chaptcr 23 of the UBC, The State earthquakc protection law requires that buildings
bc designed to resist stresses produced by lateral forces caused by earthquakes. The City imple-
ments the requirements of the California Code through its building permit process, The pro-
poscd project will be required to comply with the applicable codes and standards to provide
earthquake resistant design to meet or exceed the current seismic Zone 8 rcquirements, There-
fore, this would be a less-than-significant-impact.

a-iv) The site was analyzed by Berlogar Geotcchnical Consultants8 with their findings peer-reviewed
by Cotton, Shires, and Associates. The analysis determined that the site will support the pro-
posed development in its proposed configuration with standard engineering practices. Therefore,
this would be a less-than-significant-impact.

PGPA-ll/PUD-58/PTR-7813

July 19,2006
