Meadowlark Development - Austin Property - Environmental Checklist

Issues (Continued)

Less Than
Potentially Significant Less Than
Significant With Mitigation Significant No
Impact Incorporated Impact Impact
[J D [R] D

d) Create a new source of substantial light or glare, which
would advcrsely affect day or nighttime views in the
area?

Aesthetics
Would the project:

Discussion

a-b) The proposed project is not located in an area designated as a scenic resource, scenic vista, or a
scenic highway. Thercfore, this would be no-impact.

c) The project site is moderate to steep terrain with one existing single-family home and several
accessory buildings, The project consists of developing the site with 8 custom homes - located
in a single cluster towards thc center of thc property - on lots varying in size from 30,462 square
feet (0,71 acres) to SO,928 square feet (1.17 acres), Development standards and design guide-
lines rclated to these lots are a part of the project. Thc visual character of the proposed develop-
mcnt's site plan, building layout, and building design will ensure that the development complc-
ments the visual character and quality of the site and surroundings. Therefore, this would be a
less-than-signijicant-impact,

d) The proposed project includes standards for low-level site lighting for the roadways as well as
thc residential lots, Residential structures do not typically create substantial amounts of glare
because of the types of materials used and the height of the structures, Residential projects are
generally required to not provide up lighting of the building or landscaping and to use low-
wattage/luminosity exterior lighting so as not to add to 'night sky pollution', Therefore, this will
be a less-than-signijicant-impact,

2. AGRICULTURAL RESOURCES

Environmental Setting

The site is used for cattle grazing, which will be retained. The project site is designated as "Urban and
Built-up Land" by thc California Department of Conservation2. "Urban and Built-up Land" is occupied
by structures with a building density of at least onc unit to I,S acres, or approximately six structures to a
ten-acre parcel. Common examples provided by the CDC are residential, industrial, commercial, institu-
tional facilities, cemeteries, airports, golf courses, sanitary landfills, sewage treatment, and water control
structures.

Standards of Significance

For purposes of this environmental document, an impact is considered significant if the proposed project
would:

PGP A-ll/PUD-58/PTR-7813

July 19,2006
