<br />Public Improvements and Traffic Mitigation <br /> <br />Traffic and Circulation <br /> <br />Eight dwclling units, generating a total of 80 trips during thc 24-hour day and 8 trips during thc <br />a,m./p,m. peak commute hour, is considered to be a less-then-significant addition of traffic to <br />thc surrounding street system, Thcrcforc, no traffic analysis was rcquircd for the proposal. Staff <br />notes that the project will actually gcncratc 70 ncw trips since onc unit is cxisting, <br /> <br />The project developcr will bc required to: <br /> <br />. Pay the City and Tri-Valley Traffic Impact Fees; <br />. Construct a lcft-turn lane/pocket from northbound Foothill Road to Old Foothill Road; <br />. Construct a right-turn deceleration lane from southbound Foothill Road to Old Foothill <br />Road; and, <br />. Rcconstruct the Foothill Road/Old Foothill Road intersection to a 900 alignment and <br />standard street interscction to improve circulation. <br /> <br />The location of thc dcvclopment's access from Old Foothill Road will bc coordinatcd with the <br />driveway opening to the Alviso Adobe Park, Thc central portion of Old Foothill Road will bc <br />closed, either with bollards or cul-de-sacs, so as to intcgrate the Alviso Adobe Park site with thc <br />proposed opcn space area and to prcvent through traffic on Old Foothill Road. <br /> <br />Construction Phasing <br /> <br />Thc proposed project will be constructed in two phascs, Phasc Onc will include the public in- <br />frastructure including construction of the strcet and cul-de-sac, mass grading for the lots, bio- <br />retention pond/swales, pcrimcter landscaping in the open space area, and the shared access <br />driveways. Phase Two will includc thc construction of custom homes individually lot-by-lot. <br /> <br />VI.
