maintain the City's eligibility for future disaster reimbursement and federal preparedness grant
opportunities. All applicants for federal grant funding and disaster reimbursement funds will be
required to certify as part of the application process that they have met the NIMS requirements.

Fortunately for governmental entities within California, the NIMS system is much the same as
the Standardized Emergency Management System (SEMS) which has been used in California
since 1993. As a result, the actions that the City will need take in order to become "NIMS
compliant" include documented NIMS training for disaster response personnel, formal adoption
ofNIMS through executive order, proclamation, resolution or legislation and completion of the
National Incident Management System Capability Assessment Support Tool (NIMCAST).

NIMS Training
NIMS training has been conducted throughout the month of September for all EOC members.
Attendance has been documented via rosters and certificates of completion have been obtained
from all EOC personnel who attended training. These records have been filed with the Disaster
Preparedness Manager at LPFD.

NIMS AdoDtion
Formal adoption ofNIMS through Resolution as outlined in Attachment A of this report.

NIMCAST
The National Incident Management System Capability Assessment Support Tool (NIMCAST) is
a web-based self-assessment tool designed to aid state, local, and tribal organizations and
jurisdictions in determining their capabilities and compliance against the requirements
established in the recently released National Incident Management System. This assessment is
scheduled to be conducted in November / December 2006.

FISCAL IMPACT

No net cost to the City.

Respectfully Submitted,

~~~~
William Cody
Fire Chief
Jv
'"
-~
avid Culver
irector of Finance
Nelson Fialho
City Manager
ATTACHMENT A:
Resolution
ATTACHMENT B:
Tribal Government And Local Jurisdiction Compliance Activities:
Federal Fiscal Year 2006 (October 1,2005 - September 30, 2006)
SR: 06:243
Page 2 of2
