<br />" <br /> <br /> <br />4C <br /> <br />'- <br /> <br />- <br /> <br />pLEASANTONc <br /> <br />SUBJECT: <br /> <br />City Council <br /> <br />Staff Report <br />October 17, 2006 <br />Fire Department <br /> <br />Resolution to adopt the National Incident Management System (NIMS) as the <br />City's all-hazard response system. <br /> <br />STAFF RECOMMENDATION: <br />It is recommended that the City Council adopt a resolution stating that the City will integrate the <br />National Management System, to the extent appropriate, into the City's emergency management <br />system. <br /> <br />SUMMARY: <br />The President of the United States, in Homeland Security Presidential Directive (HSPD) 5, <br />directed the Secretary of the Department of Homeland Security to develop and administer a <br />National Incident Management System (NIMS). This system provides a nationwide approach <br />for federal, state, local, and tribal governments to work co11aboratively to prevent, prepare, <br />respond and recover from a disaster regardless of cause, size, or complexity. NIMS not only <br />provides a national approach to incident management, but is applicable at all jurisdictional levels <br />and across functional disciplines. <br /> <br />In order to be eligible for federal funding related to a disaster, the federal government is <br />requiring that all state, local, and tribal governments adopt NIMS as their official all-hazard <br />incident response system. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br />In March, 2005, the Secretary of Homeland Security released NIMS. NIMS is a comprehensive <br />incident management system that improves local, state, and federal response operations in <br />accordance with Incident Command System's (ICS) organizational structure and procedures. <br />The application and use of ICS principles has been a requirement for state disaster <br />reimbursement since 1993 when the State of California implemented the Standardized <br />Emergency Management System (SEMS). <br /> <br />The federal government has adopted NIMS and in order to be eligible for federal funding, all <br />state, local, and tribal governments must integrate NIMS principles, practices, and protocols into <br />their emergency management systems.
