This system provides a nationwide approach
for federal, state, local, and tribal governments to work co11aboratively to prevent, prepare,
respond and recover from a disaster regardless of cause, size, or complexity. NIMS not only
provides a national approach to incident management, but is applicable at all jurisdictional levels
and across functional disciplines.

In order to be eligible for federal funding related to a disaster, the federal government is
requiring that all state, local, and tribal governments adopt NIMS as their official all-hazard
incident response system.

Honorable Mayor and Members of the City Council:

BACKGROUND
In March, 2005, the Secretary of Homeland Security released NIMS. NIMS is a comprehensive
incident management system that improves local, state, and federal response operations in
accordance with Incident Command System's (ICS) organizational structure and procedures.
The application and use of ICS principles has been a requirement for state disaster
reimbursement since 1993 when the State of California implemented the Standardized
Emergency Management System (SEMS).

The federal government has adopted NIMS and in order to be eligible for federal funding, all
state, local, and tribal governments must integrate NIMS principles, practices, and protocols into
their emergency management systems.
