Downtown. and with the help of the Easter Bunny and Mr. Carrot distributed prior to Easter "Rabbit Ears" and <br />information on PDA's new Farmers Market. <br /> <br /> Additionally, PDA provided door prizes to several local school fundraisers, donated a Farmers Market door <br />prize/gift certificate for the Chamber of Commerce Secretary's Day. and donated 28 Downtown tote bags to the <br />Califorma award winning civics class from Amador Valley High School. <br /> <br /> PDA members worked with and continue to study the current Downtown Revitalization Plan, attended Task <br />Force meetings, and serve on the Chamber of Commerce Downtown Committee. <br /> <br /> As the culmination to over a year's work, PDA will,, with the help of Pacific Coast Farmers Market <br />Association. open the Pleusanton Farmers Market on Saturday, June 20. The 1992 market will be open each Satmxlay <br />morning through December 19. <br /> <br /> Activities within the district for 1992-93 include many Farmers Market centered promotions, including <br />celebration of the Fourth of July. Plans are also underway for a Halloween Saturday Harvest Festival which will <br />include a "Gigantic Pumpkin Weigh-in" from seeds donated to PDA and "adopted" during the recent Easter promotion <br />in the Downtown. <br /> <br /> For mid-July through early September. PDA is in the process of planning a "Where in the Downtown is <br /> ?" The event will climax with the awarding of prizes. Immediately following this event there will be an Italian <br />tbemed activity, in celebration of the 500th anniversary of Christopher Columbus. <br /> <br /> Events and activities also include the annual tree fighting, retail open houses, carriage rides, live enteaxaln- <br />merit, and the second annual Hometown Christmas Parade. The Association will participate in the 199'2 Pasta <br />Festival. Jail and B ail and co -sponsor the Halloween Cat Wa Ik~ The tenth annual Friday night~conc.c, rt series, covering <br />17 weei~, will remain in Wayside Park. Next October PDA will again work with CASA on Wed Ribbon Weekevents <br />and co-sponsor the Teddy Bear Contest. <br /> <br /> Due to the uncertainty of reconstruction, it is difficult as of this writing to determine where the Easter Bunny <br />wnllmbout in April, the fifth annual Flower Faire in May, and the 21st Heritage Days will be located. But they will <br />happen, and they will be Downtown. <br /> <br /> Events linked to street reconsn'uction include forming a senior citizen "Knothole Gang." a "We're Open" <br />campaign, contests, "Back Door Days," and more. Downtown sponsored improvements for 1991-92 and 1992-93 <br />have been put on hold. also due to reconsuuetion, but funds are being set aside for a beautification project. <br /> <br />BUDGET: <br /> <br /> Attached is a copy of the proposed assessment fee the 1992-93 budget. Besides revenues from assessments. <br />the 1992-93 budget assumes a beginning fund balance of about $I0,000. <br /> At the March 17 meeUng the City Council approved an amendment to the Business License ordinance to <br />change from fiscal year reporting to calendar year reporting due to new State requirements. Since the Downtown <br />Assessment (DTA) is based on the amount of the business license, the Downtown will begin paying on a calendar <br />year also, beginning January. 1993. In the report of March 17. staff noted that the City General Fund might have to <br />advance the DTA up to $20,000 to fund activities until the eighteen month payment is received in January., at which <br />time the General Fund would be reimbursed. <br /> The Advisory Board is concerned that some businesses may not be budgeting.for an eighteen month payment <br />in January. The Board is recommending a six month payment in July and then going back to an annual assessment in <br />January. The six month payment will be based on one half of the prior year's assessment. The annual assessment in <br />January will be based on the January. business license renewal amount. <br /> The law which governs the DTA requires the assessment district to report a fiscal budget. Since the <br />assessments will now be collected on a calendar year basis, the annual levy, beginning in January, will be split in half <br />for budgetary, purposes. <br /> (2) <br /> <br /> <br />
