April23.1992 <br /> <br />REPORT OF THE DOWNTOWN PLEASANTON BUSINESS IMPROVEMENT DISTRICT <br /> FISCAL YEAR 1992-1993 <br /> <br />THE DISTRICT: <br /> <br /> The Downtown Pleasanmn Business Improvement District is a non-profit service organization of Downtown <br />businesses dedicated to ~c ongoing revitalization of Ples~nton's historic business district. <br /> <br /> This organization, which represents all Downtown businesses (retailers, professionals, and services alike), <br />was created by the City Council in January, 1994, and modified in August. 1985. It follows the California State <br />Legislature enacted "Parking and Business Improvement Area Law," known as SB I424. <br /> <br /> The DPBID functions as an assessment dis~ct with its operating capital generated through member <br />participation, as well as volunteer donations. It is governed by a nine-member Board of Direcwrs. <br /> <br /> The present rate of levy is based upon the following formula: <br /> 1. All businesses st~nii pay 2 times their annual City Business License. subject to a minimum <br /> charge of S75 and a maximum charge of $200. <br /> 2. Any bn~ne~ exempt from thc City Business License tax $~nll pay an nnnual charge of <br /> $200 to the district. <br /> 3. Only non-profit tax-exempt businesses shall be exemPt from the Downtown District <br /> <br /> The DPBID (be~t known as the Pleasanmn Downtown Association) goal is to imp~ve the q,,nllty of life in <br />the traditional heart of the community. The Association's long-term goal is to strengthen the commercial economy of <br />Pleasanton's Central Basmess District <br /> <br /> Current boundaries of the DPBID are the Arroyo del Valle on thc north, New Bernal Avenue on the ~outh. <br />the east side of Peters Avenue. and the west side of First Street,/ncludmg ali of Old Bemai Avenue. For the 1992-93 <br />fiscal year there are no proposed boundary changes in the parking and business improvement area. <br /> <br />ACTIVITIES AND IMPROVEMENTS: <br /> <br /> During the past year the Association sponsored seventeen "Friday Concen~ in the Park." and co-sponsored <br />an "Old Fashioned Picnic in the Park and Concert" with Valley Commumty Health Center, a Downtown located non- <br />profit health care facility. <br /> <br /> In mid-October the PDA hosted a two-day "International Fall Festival" and kick-off to the CASA "Red <br />Ribbon Week." featarmg multi-ethnic foods, arts and crafts, a "Hugs Not Drags" teddy bear contest, and mnlti-culmm <br />entertainment. PDA also jointly sponsored the third annual Halloween "Cat Walk and Carnival" in Downtown in <br />cooperation with the City Employees Association and Recreation Department. <br /> <br /> Downtown Christmas activity included co-sponsorship of the annual "Christmas Tree Lighting," the <br />"Holiday Open House" in retail stores, and on three Saturdays prior to Christmas free photos with Santa Claus. musical <br />entertainment, and carriage rides. PDA also m-established a pre-holiday "Hometown Christmas Parade." <br /> <br /> From Thanks~vin g Weekend through the New year holiday. 75 lighted pole decorations were in place along <br />Main Street. making the street a "destination area." Funding for the decorations is provided by the Association and <br />the City of Pleasanton (see budget). <br /> <br /> PDA activities also included co-sponsorship with the Rotary. Club of Pleasanwn of the 19th annual "Heritage <br />Days," establislunent of a Heritage Days outdoor dance, assistance with. the Cancer Society "Jail and Bail" in the <br /> (1) <br /> <br /> <br />
