<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The Dublin Fine Arts Foundation is taking the lead in promoting a project entitled "Art Takes <br />Place," a year-long public art project for the Tri-Valley area. Goals for the project would <br />include promoting public awareness and participation in the arts; providing opportunities for <br />multi generational groups, including youth, to be involved in the arts; and articulating the <br />diversity and unique qualities of people and the environment. The activities of the project would <br />culminate in a large format book describing the project in relationship to the history and <br />environment of the Tri- Valley. <br /> <br />The project is envisioned as a series of temporary public art projects sited in Dublin, Pleasanton, <br />and Livermore. The exact nature and form of the art would evolve through a development <br />process involving a Steering Committee comprised of representatives from each participating <br />city. <br /> <br />The proposed budget for the project is $250,000, with each city requested to commit $30,000. <br />In the case of Pleasanton, these funds would be allocated from the Public Art Acquisition Fund, <br />if the Council agrees to participate. Additional funds are expected to be raised from private and <br />foundation sources through the efforts of the Dublin Fine Arts Foundation. <br /> <br />At the Civic Arts Commission's June 5, 2006 meeting, representatives of the Dublin Fine Arts <br />Foundation presented information about the proposed project. Marty Inderbitzen, President of <br />the Dublin Fine Arts Foundation, also addressed the Commission and outlined the goals and <br />intentions of the project. Commissioners expressed gencral support for thc concept, but did <br />express some concerns. These included the need for more specificity; the impcnding review of <br />the Downtown Public Art Mastcr Plan (which recommends a number of publicly funded public <br />art projccts); and the need to present the City Council with some concrcte proposals for the <br />potcntial art projccts. <br /> <br />Thc Commission appointcd Commissioncrs Nancy Scotto and Howard Seebach to mect with <br />representatives from Dublin and Livcrmorc, which will ultimately constitute the projcct's <br />Steering Committee. Thc goal was to work together to develop consensus as to the parameters <br />of the project and identify with more specificity possible themes, approaches, and projccts. <br /> <br />A mccting was held at Dublin City Hall on Junc 20, 2006, with reprcscntativcs from Dublin, <br />Livermore, Pleasanton, and the Dublin Fine Arts Foundation to further develop guidelines, <br />thcmcs, and possiblc projects which might cmanatc from thc proposcd collaboration. <br />Attachment I reflects the conscnsus that was dcveloped during that mecting. The Civic Arts <br />Commission, at its mccting on July 10, 2006, rcvicwcd thc rcviscd project description, heard <br />reports from Commissioners Scotto and Seebach, and discusscd the project again with <br />representatives of the Dublin Fine Arts Foundation.
