<br />/, <br /> <br /> <br />4N <br /> <br />'- <br /> <br />_ lii'i <br /> <br />pLEASANTONo <br /> <br />City Council <br />Staff Report <br /> <br />October 3, 2006 <br />Public Works Department <br /> <br />SUBJECT: <br /> <br />REVIEW AND REJECT ALL BIDS FOR PUBLIC RESTROOM <br />CUSTODIAL SERVICES <br /> <br />STAFF RECOMMENDA nON: <br /> <br />Staff recommends that the City Council take the following action at the <br />meeting of October 3, 2006: <br /> <br />Review and reject all bids received for the subject project. <br /> <br />SUMMARY: <br /> <br />The Fiscal Year 2005-07 Operating Budget for Support Services provides <br />funding for contract custodial services for public restroom maintenance. <br />The contract was formally bid, with three bids received. Of those three bids, <br />staff determined that only two bids met the contract requirements. With <br />only two bids on the contract, staff believes that if the advertising to the <br />local janitorial market for the RFP is increased and the project re-bid, it will <br />result in a greater response from bidders and therefore a more competitive <br />bid. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The Fiscal Year 2006/07 Operating Budget contains funding to provide for outside custodial <br />contractors to perform regular reoccurring custodial services for City public restrooms. <br />Currently, staff opens restrooms between 5:00 and 6:00 a.m., with an outside contractor cleaning <br />restrooms between 8:00 a.m. and 3:00 p.m. In order to partially compensate for a vacant <br />Building Maintenance II position, yet maintain the current level of service, staff believes that <br />contracting for both the opening and cleaning of public restrooms (between 5:00 - 8:00 a.m. <br />daily) will be most cost-effective for the City. <br /> <br />SR 06:225 <br />Page 1 of2 <br />
