WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 92-81 <br /> <br />RESOLUTION DENYING THE APPEAL OF WILLIAM MOSS <br />(AP-92-8) AND UPHOLDING A DECISION OF THE <br />PLANNING COMMISSION REVOKING A CONDITIONAL USE <br />PERMIT FOR A SMAT~. RECYCLING COTJ~CTION <br />FACILITY <br /> <br />at its meeting of March 25, 1992, the Planning Commission <br />revoked the conditional use permit of William Moss for a <br />small recycling collection facility located at 2803 <br />Hopyard Road due to failure to comply with conditions of <br />approval; and <br /> <br />within the time specified by the Pleasanton Municipal <br />Code, the applicant submitted an appeal to the city Clerk <br />of the City of Pleasant·n; and <br /> <br />a public hearing was held before the City Council on <br />April 21, 1992, at which time all pertinent testimony and <br />documents were reviewed; and <br /> <br />based on the preponderance of evidence, the City Council <br />finds that the following conditions of approval have not <br />been met by the applicant: <br /> <br />The eight foot tall framed screen walls <br />(constructed with T-I-ii siding painted beige to <br />match adjacent service station) have not been <br />installed. <br /> <br />Six foot long planter boxes with landscaping have <br />not been installed. <br /> <br />Bins have not been painted to match the adjacent <br />service station. <br /> <br />An unmanned drop bin has not been installed. <br />has resulted in recyclable materials <br />abandoned outside of bins. <br /> <br /> This <br />being <br /> <br />A sign program for the site has not been submitted <br />for review and approval, but signage has been <br />placed on the site. <br /> <br />The applicant did not contact the Planning <br />Department for a final on-site inspection prior to <br />opening the facility. <br /> <br /> <br />
