<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The subject project consists of removing and replacing sidewalks, curb and gutter and building <br />new access ramps at various locations in the City. This is an ongoing annual project to maintain <br />City sidewalks for pedestrian safety and to replace curb and gutter in order to improve drainage <br />along City streets. <br /> <br />Sealed bids for this project were opened on September 14, 2006. Four bids were received <br />ranging from $104,313 to $243,657, as compared to the engineer's estimate for the project of <br />$104,707 (see attached Bid Summary). The bid submittals by the apparent low bidder were found <br />to be incomplete, as all of the project addenda were not signed and the wrong bid proposal form <br />was used. Since the apparent low bidder was found to be non-responsive, staff is recommending <br />award of contract to the second lowest bidder, Vanguard Construction. All bid documents from <br />Vanguard Construction were found to be in order. The contractor has performed similar work <br />for the City of Pleasanton and the work was verified to be satisfactory. <br /> <br />Project funding will be provided from the Annual Sidewalk Maintenance project budget. With <br />sidewalk replacement work, it is typical that additional damaged sidewalk or curb and gutter will <br />be identified during construction.
