<br />Ponderosa Homes - LehmanlSelway Property - Environmental Checklist <br /> <br />This mitigation is needed with/without this development as the combined traffic from all ap- <br />proved development projects produces this LOS "E" condition. This mitigation would bring the <br />LOS at this intersection into conformance with City's LOS "D" standard. Because this mitiga- <br />tion is considered to be City wide, the project's payment of City and Tri-Valley Traffic Impact <br />Fees is considered to be its mitigation, and will be conditioned of this project with its approval. <br />Therefore, this impact is considered to be a less-than-significant-with-mitigation-incorporated. <br /> <br />The Mohr Avenue/Santa Rita Road intersection will experience an increase of 17 trips in the <br />a.m. peak hour and 21 trips in the p.m. peak hour. While this intersection does operate at an ac- <br />ceptable level of service in both the a.m./p.m. peak hours with the additional trips generated by <br />the proposed project, the increase in the westbound volurne creates delay for the eastbound and <br />westbound left turns. It is recommended that this intersection be modified to provide pro- <br />tected/permissive left turn phasing for the eastbound and westbound approaches prior to the oc- <br />cupancy of the project. This signal modification will reduce the overall delay at the intersection <br />and provide added safety during the peak hours. Therefore, this impact is considered to be a <br />less-than-significant-with-mitigation-incorporated. <br /> <br />c) The proposed project will add 24 trips to Cameron Avenue and Kamp Drive or Martin Avenue if <br />100 percent of the project trips were concentrated on either of these two streets during the <br />a.m./p.m. peak hour. The 24 p.m. peak hour trips represent less than one additional car every <br />two minutes. The existing LOS "c" on these streets for the a.m./p.m. peak hour will not change <br />with the addition of this project's traffic. However, as a traffic calming measure, Cameron Ave- <br />nue will be reconstructed across the entire project frontage with a curvilinear alignment replacing <br />the present straight alignment. The proposed project will have no effect on existing air traffic <br />pattems. Therefore, this would be a less-than-significant-impact. <br /> <br />d-e) Public street access is provided directly from Cameron Avenue and indirectly from Martin Ave- <br />nue and Kamp Drive to Mohr Avenue. All access driveways and public streets are designed to <br />City standards. Therefore, this would be a less than significant impact. <br /> <br />f) All residential lots covered by this development will include a three-car garage and at least three <br />on-site parking spaces in the driveway aprons. Therefore, this would be a no-impact. <br /> <br />g) Bicycle racks are not required with single-family residential developments. However, a sidewalk <br />will be provided along the north side of Cameron A venue to link with the sidewalk on the east <br />side of Martin Avenue. Therefore, this would be a less-then-significant-impact. <br /> <br />12.
