Ponderosa Homes - Lehman/Selway Property - Environmental Checklist

into 27 lots for 25 new single-family detached homes in conformance to the site's PUD - LDR (Planned
Unit Development - Low Density Residential) district, which, in turn, was found by the City Council to
be conformance to the site's Low Density Residential (< 2.0 dulac) land use designation.

Standards of Significance

For purposes of this environmental document, an impact is considered significant if the proposed project
would:

· Substantially alter an approved land use plan that would result in physical change to the envi-
ronment.

Less Than
Potentially Significant Less Than
Significant With Mitigation Significant No
Issues Impact Incorporated Impact Impact
Land Use Planninl!:
Would the project:
a) Physically divide an established community? The proposed, gross density for this development is 1.36
dwelling units per acre following the General Plan's methodology of calculating density based
upon "Gross Developable Acres". Subtracting the portions of the Lehman/Selway properties for
the Lehman/Selway homes, property to be conveyed to the Palmer Drive neighbors, but not the
land area for public streets, yields a density of 1.57 dwelling units per acre for the production
homes.

Although the proposed density exceeds the density mid-point for the LDR land use, the City
Council with its approval of RZ-97-02 exempted the Lehman-Selway property from providing
on-site amenities. The proposed density is consistent with the gross density of the Bass Homes

PUD-50 and PTR-5572

June 7, 2006
