Therefore, this would <br />be no-impact. <br /> <br />b-d) Natural erosion is frequently accelerated by human activities such as site preparation for con- <br />struction. Grading and excavation and trenching for on-site utility lines, will disturb soils, which <br />could increase the rate of erosion if controls or best management practices are not in place. The <br />City requires that all projects meet the requirements for stormwater control measures during de- <br />sign, construction and implementation phases of the project. Grading is prohibited from October <br />15 to April I to reduce Citywide impacts. Therefore, this would be a less-than-signijicant- <br />impact. <br /> <br />e) The project will be connected to the sanitary sewer system. Therefore, this would be categorized <br />as no-impact. <br /> <br />7. HAZARDS AND HAZARDOUS MATERIALS <br /> <br />Environmental Setting <br /> <br />The subject property is a flat, semi-vacant site that was a former walnut orchard, surrounding on all <br />sides by a single-family detached homes on lots of varying size. It can be considered an infill property. <br /> <br />Standards of Significance <br /> <br />For purposes of this environmental document, an impact is considered significant if the proposed project <br />would: <br /> <br />. Result in exposing people to existing contaminated soil during construction activities; <br />. Result in exposing people to asbestos containing materials; <br />.
