<br />the processing of the project. The communications are organized according to the time received <br />by staff beginning with the most recent. As of the writing of this staff report, staff received an <br />additional email from Matt Lawer listing his objections to the proposed project, and from Larry <br />and Helen Dillion stating their support of the proposed project. Staff has not received any addi- <br />tional verbal or written comments pertaining to this proposal. <br /> <br />VIII. FISCAL IMPACT <br /> <br />The project developer will reconstruct Cameron Avenue with a curvilinear alignment as a traffic <br />calming measure and with a public sidewalk along its north side benefiting the project and the <br />surrounding neighborhoods. The project developer will be required to pay all City development <br />fees including school impact fees. The homes covered by this application would pay property <br />taxes that would go to offset their impact to City services including police, fire, support staff, <br />etc. <br /> <br />IX. ENVIRONMENTAL ASSESSMENT <br /> <br />Environmental review for the proposed project is covered by an Initial Study/Negative Declara- <br />tion, which is attached. An attached letter from the State Clearinghouse, Office of Planning Re- <br />search, indicates that the environmental review period for this application was successfully <br />completed. Staff believes that the project-related impacts are mitigated, with the mitigation <br />measures incorporated in the project's design or referenced with conditions of approval, and that <br />there would be no significant or unmitigated environmental impact. Staff, therefore, believes <br />that the Negative Declaration can be issued in conformance with the standards of the California <br />Environmental Quality Act (CEQA). If the City Council concurs with this environmental as- <br />sessment, it must adopt the Negative Declaration prior to approving the proposed project. <br /> <br />X. CONCLUSION <br /> <br />Staff believes that the proposed project is designed in a manner that is compatible with and sen- <br />sitive to the restrictions posed by the site and by surrounding properties. The proposed homes <br />are attractively designed and will be constructed on large lots reflecting the surrounding devel- <br />opment pattern. The proposal will reconstruct Cameron A venue with a curvilinear alignment for <br />traffic calming; it will implement Green Building Measures; and it will include bio-retention <br />swales to treat its stormwater runoff. The Planning Commission carefully considered the project <br />at two public workshops and a public hearing, and recommended approval of the project. Staff <br />also supports the project as revised and conditioned. <br /> <br />XI. STAFF RECOMMENDATION <br /> <br />Staff recommends the City Council approve Case PUD-50 to the City Council by taking the fol- <br />lowing actions: <br /> <br />SR 06:182 <br />Page 12 of 14 <br />
