<br />Administrator at a public hearing held on June 15, 2006. This action was subsequently appealed <br />by Mr. Dustin Boyce, adjacent neighbor at 4546 Second Street, and the appeal is currently <br />before the City Council for review. <br /> <br />PROJECT DESCRIPTION <br /> <br />The applicants propose to construct one-story additions totaling approximately 291 sq. ft. on the <br />front, north side, and rear of the house and two-story additions totaling approximately 294 sq. ft. <br />on the southern side and rear of the house. A porte-cochere and second-floor balcony would also <br />be constructed on the southern side of the house and a covered porch would be constructed on the <br />front of the house. In addition, the existing shed-style roofs at the rear of the home would be <br />changed to a gable-style roof. <br /> <br />The additions would be set back a minimum of 50\12 and 37 feet from the front property line for <br />the addition and porch, respectively; 7 feet from the northern side property line; 18\12 and 6 feet <br />from the southern side property line for the second floor addition and porte-cochere/balcony, <br />respectively; and 53 feet from the rear property line. The proposed additions, totaling 585 <br />square feet, would result in a 3,1 78-square-foot house and a 26.7% floor area ratio (FAR) on the <br />approximately 11,888-square foot lot. With the proposed roof modification, the height of the <br />house would measure approximately 24 feet 8 inches as defined by the Municipal Code (height <br />measured from the average grade that the building intersects to the mean height between the <br />roof ridge and its corresponding eave). The height of the structure would measure <br />approximately 32 feet 2 inches from the lowest grade at the front of the proposed porch to the <br />highest roof ridge and would measure approximately 28 feet from the lowest grade at the rear of <br />the house to the highest roof ridge. The additions would match the exterior colors and materials <br />of the existing dwelling: yellow-colored lapped wood and shingle siding with white-colored <br />trim. Two base material options are proposed for the front porch: brick or ledgestone. The <br />existing house and additions would be roofed with a new "high definition" composition shingle <br />roof. <br /> <br />The proposed addition complies with all applicable Code requirements, including setbacks. <br />However, Mr. Boyce has applied for administrative design review approval to construct an <br />addition to the rear of his house. Mr. Boyce's application is scheduled for the September 27, <br />2006, Planning Commission hearing and several neighbors, including Mr. Boag, oppose the <br />application. Should Mr. Boyce's addition be approved and built, the applicants' proposed one- <br />story addition on the north side would not comply with the 17-foot separation requirement <br />between dwellings (approximately 11 \12-feet is proposed, please see Exhibit C). Therefore, the <br />applicants were directed by staff to also apply for a variance in case Mr. Boyce's addition is <br />approved and built.
