<br />ZONING ADMINISTRATOR ACTION: <br /> <br />Approved the applications. <br /> <br />PLANNING COMMISSION ACTION: <br /> <br />The appeal was scheduled for the August 9, 2006, Planning Commission hearing, which <br />was cancelled. Therefore, because the item was an appeal subject to time limits, the <br />original decision by the Zoning Administrator (approving the applications) was deemed <br />upheld. The appellant then appealed to the City Council. <br /> <br />STAFF RECOMMENDATION: <br /> <br />Uphold the Zoning Administrator's approval of the variance and administrative design <br />review applications by taking the following actions: <br /> <br />1. Make the Variance Findings as listed on pages 4-5 of the attached Zoning <br />Administrator staff report; and <br /> <br />2. Adopt the draft resolution denying the appeal and, therefore, approving Cases PV- <br />153 and P ADR-1536, subject to the conditions listed in Exhibit "B." <br /> <br />SUMMARY: <br /> <br />At issue it whether one- and two-story additions to the existing dwelling and a house-to-house <br />separation variance should be approved. At the Zoning Administrator hearing, Mr. Boyce voiced <br />concerns with the massing, size, and visibility of the additions. Four other adjacent neighbors <br />(two present at the hearing and two via email) indicated their support of the proposed <br />applications. The Zoning Administrator approved the applications, making the variance findings <br />and finding that the proposed design of the additions was compatible with the existing house and <br />neighborhood. Mr. Boyce has appealed the Zoning Administrator decision. Staff feels that the <br />proposed additions are well designed, would be compatible with the other homes on Second <br />Street and in the Downtown, and would be appropriate for this site. Staff also believes that the <br />required variance findings can be made and that granting the variance would not create adverse <br />impacts on the adjacent properties. <br /> <br />Honorable Mayor and Members ofthe City Council: <br /> <br />BACKGROUND <br /> <br />Applications for a variance and administrative design review approvals to construct the above- <br />noted additions to the home located at 4558 Second Street were approved by the Zoning <br /> <br />SR:06:221 <br />Page 2 <br />
