<br />NEIGHBOR'S CONCERNS <br /> <br />Dustin Boyce's property abuts the northern side property line of the subject property. Mr. <br />Boyce has expressed concern with the proposed height and massing of the proposed project. <br /> <br />ANALYSIS <br /> <br />Design Review <br /> <br />Chapter 18.20 (Design Review) of the Municipal Code indicates that in order to preserve and <br />enhance the City's aesthetic values and to ensure the preservation of the public health, safety, <br />and general welfare, additions greater than ten feet in height are subject to administrative design <br />review. Staff notes that even though a proposed addition may comply with the development <br />standards of the applicable zoning district, through the design review process the Municipal <br />Code allows the reviewing body to approve conditions that may be more restrictive than the <br />normal Code standards to ensure that the public health, safety, or general welfare is preserved. <br /> <br />Regarding design, stafffeels that the design of the proposed additions is aesthetically compatible <br />with the existing dwelling and other homes in this historic Downtown neighborhood, and is <br />acceptable. The proposed project would meet the floor area ratio (FAR) and height regulations <br />of the R-I-6,500 Zoning District, which are designed to control the overall mass and height of <br />structures on a property. The height of the addition is not out of scale with several of the other <br />structures along Second Street and the new roof on the rear of the existing home and above the <br />proposed additions matches the steep (8:12) roof pitch on the front of the existing home in order <br />to create a seamless transition to the proposed additions. Although a lower height could be <br />achieved through a more moderate roof pitch, staff believes the resulting home would be less <br />aesthetically pleasing. <br /> <br />Staff believes that the proposed additions would not be overbearing to the adjacent properties, <br />would not create privacy impacts, nor significantly impact the light, air, open space, and views <br />between properties. Therefore, staff finds that the proposed additions would not be detrimental <br />to the public health, safety, or general welfare. <br /> <br />Variance Required <br /> <br />The R-I-6,500 District requires that a one-story addition be separated 17 feet from an adjacent <br />two-story dwelling or 10 feet from a one-story dwelling. The proposed additions currently <br />comply with the separation requirements. However, if Mr. Boyce's two-story addition at 4546 <br />Second Street is approved and built, the applicants' proposed single-story addition on the <br />northern side of the house would be separated approximately 11 \12 feet from the neighbor's <br />proposed two-story addition and would not comply with the 17-foot minimum separation <br />requirement. Staff notes that the hearing notice indicates an approximately lO-foot lO-inch <br />separation is proposed between the subject addition and the neighbor's proposed addition.
