<br />subject project consists of the remodeling of the eXlstmg City of <br />Pleasanton Police Department Dispatch Center and its expansion into the <br />existing Records/Clerical area. Work in the dispatch area includes: a new <br />ceiling and lighting, upgraded power and data cabling, updated CCTV <br />electronics, new carpet tile floor and new wall finishes. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The Pleasanton Police Department building was constructed in 1983. Since that time, the <br />building has had a number of minor improvements and one major upgrade that constructed a <br />two-story addition on the east side of the building to provide for additional office space, and a <br />single story addition to provide locker room space on the west side of the building. However, <br />there has not been any significant change to the Police Dispatch Center since the original <br />construction of the building in 1983. Through the ensuing years, the number of personnel and <br />equipment supporting the Dispatch Center has increased, resulting in inadequate space to <br />accommodate all dispatch equipment within the Center. As an example, in 1990, the Police <br />Department staffed the Dispatch Center with two dispatchers; however, in recent years, three <br />dispatchers are on duty for the majority of the 24-hour workday, with peak periods requiring <br />one or two additional dispatchers. Additionally, one dispatch position is located outside the <br />Dispatch Center in the records bay. This position responds to 911 telephone calls, and both <br />emergency and non-emergency telephone calls, without having direct line-of-sight <br />communication with the other dispatchers. This position is also susceptible to increased noise <br />levels from the normal operations of the records center. <br /> <br />To address this situation, in FY 2001-02, the Council approved CIP project 018047 to provide <br />$200,000 in funding for the remodel of the Police Dispatch Center and improved evidence <br />storage. <br /> <br />BIDS/PROJECT SCHEDULE <br /> <br />Sealed bids were opened on August 30, 2006, with a total of three bids received (see Bid <br />Summary below), ranging from $124,986 to $207,700, compared to the Engineer's Estimate <br />of $120,000. The low bid of $124,986 was received from CBC Construction of Pleasanton. <br />Since the low bid (base bid) was very close to the Engineer's Estimate for the project, staff <br />recommends the inclusion of Add Alternate #1 in the award, which is a lighting upgrade to the <br />Records Clerical Room. Staff recommends awarding the contract to CBC Construction, along <br />with alternate No.1, for a total bid amount of $130,360. <br /> <br />SR 06:224 <br />Page 2 of 4 <br />
