<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Tract 7407, Bordeaux Estates, is an 18-lot single-family residential subdivision <br />developed by Greenbriar Homes, a California corporation. This development is located <br />on approximately 23 acres located south of Vineyard Avenue, adjacent to Fire Station <br />No.5, as shown on the attached vicinity map, <br /> <br />On-site Improvements <br /> <br />All public improvements required of this development have been completed and the <br />developer is requesting acceptance of these improvements. The development <br />constructed two new public street/cul-de-sacs (Heinz Ranch Court and Montrose <br />Court), The cul-de-sacs include a storm drain, sanitary sewer, and water system piping <br />within the street area, and public utility easements serving this project, These utilities <br />will be maintained and operated by the City. <br /> <br />The Maintenance Association, established with the development of Bordeaux Estates, <br />will maintain the private improvements such as the storm drain and drainage ditch along <br />the back of the lots, the berm, and the landscaping of the berm on Estate Lot (Lot 18), <br /> <br />Old Vineyard Avenue <br /> <br />Offsite water, storm drain and sanitary sewer improvements were constructed along <br />(Old) Vineyard Avenue, These improvements tie into the utility lines that were <br />constructed with the Vineyard Avenue Realignment. No surface improvements were <br />done to Old Vineyard Avenue as this street will be converted to a public trail for <br />pedestrians and equestrians in the near future using Specific Plan fees. <br /> <br />Deferred Improvements <br /> <br />As mentioned, the public improvements are complete, however, the landscaping of the <br />berm that screens the property from the adjoining properties to the south has not been <br />completed, The landscaping was installed previously, but deer have managed to eat <br />most of the plants, Consequently, the developer has asked to have the public <br />improvements accepted, but to defer the replanting of the berm, Additionally, the <br />developer is using the model homes for this tract for the next subdivision down the <br />street, Tract 7240, the Hahner property, Consequently, the developer would like to <br />keep the temporary parking lot that was constructed for the model homes on a portion <br />SR 06:212 <br />Page 2 of 3 <br />
