Resolution No. 92-57 Page Two WHEREAS, the Authority reviewed and considered all documents described herein at the public hearing including the proposed Mitigated Negative Declaration, all written material, public testimony and the Alameda County Hazardous Waste Management Plan Responses to Comments; and WHEREAS, the Plan has been revised by incorporating the siting criteria and mitigation measures identified in the Mitigated Negative Declaration, thereby mitigating the environmental effects to a point where no significant effects would occur; and WHEREAS, the proposed Mitigated Negative Declaration determines that there is no substantial evidence that the project may have a significant effect on the environment; and WHEREAS, all proposals for hazardous waste management facilities in Alameda County will have to comply with all aspects of the local environmental review process, pursuant to CEQA, and permitting requirements including the preparation of a mitigation monitoring plan; and WHEREAS, an applicant that applies for a land-use permit in a local jurisdiction in Alameda County must submit to the permitting authority a mitigation monitoring plan and provide a copy to the Alameda County Waste Management Authority; NOW, THEREFORE, THE CITY COUNCIL OFT HE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: A Mitigated Negative Declaration for the proposed Plan was prepared in accordance with the California Environmental Quality Act and State and local EIR Guidelines, and the City Council has considered and hereby adopts said document in conjunction with the proposed Plan. Section 2: The City Council hereby approves the Alameda County Hazardous Waste Management Plan, December 18, 1991. Section 3: The City Clerk is hereby authorized and directed to transmit a copy of this Resolution to the Alameda County Waste Management Authority. Section 4: This resolution shall become effective immediately upon its passage and adoption.
