WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 92-57 RESOLUTION APPROVING THE ALAMEDA HAZARDOUS WASTE MANAGEMENT PLAN COUNTY the Alameda County Board of Supervisors, the fourteen cities in Alameda County and two sanitary districts have adopted a Joint Exercise of Powers Agreement, most recently amended February 13, 1990, creating the Alameda County Waste Management Authority; and the Joint Exercise of Powers Agreement provides that the Authority is responsible for preparation, adoption, amendment, administration, policy-making, budgeting, planning and enforcement of the Alameda County Hazardous Waste Management plans, pursuant to California Government Code Section 66780.8 and California Health and Safety Code Sections 25135 through 25135.8, as those sections exist or as they may be amended from time to time; and the Revised Final Draft Hazardous Waste Management Plan, dated August 1991, was prepared and transmitted by the Authority to all concerned parties for review and comment; and public hearings on the final draft Plan were held August 28, September 25, October 23, and November 20, 1991, at which time all interested parties were provided the opportunity to be heard; and in response to comments received during the review period, revisions were prepared by the authority's Hazardous Waste Management Committee for consideration by the public and Authority at the meeting of November 20, 1991; and a Mitigated Negative Declaration (SCH No. 91083112) on the Plan were prepared by the Authority; and the Mitigated Negative Declaration was considered by the Authority at the public hearings on August 28, September 25, October 23, and November 20, 1991, at which time all interested persons were provided the opportunity to be heard; and for each public hearing cited in this resolution, a Notice of Public Hearing was given as required by law; and
