CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 92-51 <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />A RESOLUTION AUTHORIZING THE PLACEMENT OF A <br />CITY COUNCIL SPONSORED INITIATIVE PROPOSING A <br />GENERAL PLAN ANRN~ENT REGARDING THE <br />P?.~.~SANTON RIDGELANDS ON THE JUNE 2, 1992 <br />ELECTION, DIRECTING THE CITY ATTORNEY TO <br />PREPARE AN IMPARTIAL ANALYSIS OF ~ <br />INITIATIVE, AUTHORIZING AR~S FOR ~ <br />INITIATIVE MEASURE, A~.?nWING RE BIFI~AL <br />AR~]N~TTS REGARDING THE INITIATIVE MEASURE, <br />AND REQUESTING ALAMEDA COUNTY TO CONDUCT THIS <br />EF.RCTION IN CONJUNCTION WITH ~ JUNE 2, 1992 <br />PRIMARY ELECTION. <br /> <br />on November 6, 1990, the voters of the City of Pleasanton <br />adopted Measure M, a City Council sponsored Initiative to <br />amend the General Plan concerning the Ridgelands; and <br /> <br />Measure M directed that a committee of citizens, the <br />Pleasanton Ridgelands Committee, review land uses and <br />other planning issues concerning the Ridgelands, prepare <br />a plan for the Ridgelands, and that the Council would <br />submit that plan to the voters of Pleasanton; and <br /> <br />the Committee has completed its work and in accordance <br />with Measure M, has sent the Plan to the Planning <br />Commission and City Council; and <br /> <br />Section 4017 of the Elections Code permits the City <br />Council to submit to the voters, without a petition <br />therefor, a proposition for the repeal, amendment or <br />enactment of an ordinance; and <br /> <br />the City Council has reviewed and considered an <br />Initiative Ordinance attached to this Resolution; and <br /> <br />the City Council finds that the attached Initiative <br />Ordinance carries out the intent and mandate of Measure <br />M; and <br /> <br />Section 5011 of the Election Code specifies that the City <br />Council may direct the City Clerk to transmit a copy of <br />the Initiative to the City Attorney to prepare an <br />impartial analysis of the measure; and <br /> <br />Section 5013 of the Elections Code specifies who may file <br />a written argument for any city measure; and <br /> <br /> <br />
