CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 92-51 WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, A RESOLUTION AUTHORIZING THE PLACEMENT OF A CITY COUNCIL SPONSORED INITIATIVE PROPOSING A GENERAL PLAN ANRN~ENT REGARDING THE P?.~.~SANTON RIDGELANDS ON THE JUNE 2, 1992 ELECTION, DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS OF ~ INITIATIVE, AUTHORIZING AR~S FOR ~ INITIATIVE MEASURE, A~.?nWING RE BIFI~AL AR~]N~TTS REGARDING THE INITIATIVE MEASURE, AND REQUESTING ALAMEDA COUNTY TO CONDUCT THIS EF.RCTION IN CONJUNCTION WITH ~ JUNE 2, 1992 PRIMARY ELECTION. on November 6, 1990, the voters of the City of Pleasanton adopted Measure M, a City Council sponsored Initiative to amend the General Plan concerning the Ridgelands; and Measure M directed that a committee of citizens, the Pleasanton Ridgelands Committee, review land uses and other planning issues concerning the Ridgelands, prepare a plan for the Ridgelands, and that the Council would submit that plan to the voters of Pleasanton; and the Committee has completed its work and in accordance with Measure M, has sent the Plan to the Planning Commission and City Council; and Section 4017 of the Elections Code permits the City Council to submit to the voters, without a petition therefor, a proposition for the repeal, amendment or enactment of an ordinance; and the City Council has reviewed and considered an Initiative Ordinance attached to this Resolution; and the City Council finds that the attached Initiative Ordinance carries out the intent and mandate of Measure M; and Section 5011 of the Election Code specifies that the City Council may direct the City Clerk to transmit a copy of the Initiative to the City Attorney to prepare an impartial analysis of the measure; and Section 5013 of the Elections Code specifies who may file a written argument for any city measure; and
