C. Contents of Notice. <br />The notice of a public hearing shall include the date, time <br />and place of the hearing, the identity of the hearing officer or <br />body, a general explanation of the matter to be considered, and a <br />general description of the location of the real property, if any, <br />that is the subject of the hearing. Notice shall be written in <br />laymans terms for easy understanding. Written notice shall be <br />provided in a form prescribed by the Planning Director, such as a <br />letter or post card, depending upon the nature of the project. <br />Post card notice shall include the statement "Important Legal <br />Notice" in bold print and in a dominant location. <br />D. Continued Hearings. <br />A public hearing may be continued from time to time. Formal <br />written notice is not required to be given for a continued public <br />hearing as long as the specific date, time and place is announced <br />at a prior hearing. <br />E. Written Notice Mailina. <br />Mailing of written notice for all referenced categories of <br />projects, except for administrative review of minor improvement <br />projects, shall be mailed or delivered to all owners of property, <br />single-family dwelling rental occupants when discernible property <br />is not owner-occupied, homeowners associations and apartment <br />complex managers within the radius distance from the project site <br />specified in Sub-Section F. In addition, the Planning Director <br />shall expand the area of notification to include other parcels or <br />neighborhoods which are known to be affected by the project. <br />Written notice shall further be provided to the project applicant <br />and/or authorized agent, affected local agencies requesting <br />notice, and to any person or entity who has filed a written <br />request for notice with the City Clerk and has paid the fee for <br />the cost of such service. <br />F. Required Notification. <br />Consistent with applicable State notification statutes and <br />City Municipal Code standards, it is the policy of the City to <br />provide public notice as provided below. <br />1. General Plan Amendment, Specific Plan, Rezoning, and <br />Tentative Subdivision Map: <br />a. Written notice to all properties located within a <br />1000 feet radius of the project site as detailed <br />in Sub-Section E. <br />b. Legal 10-day notice published in a local newspaper <br />of general circulation. <br />2 <br />
