<br />CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 91-76 <br /> <br />RESOLUTION REQUESTING THAT THE ALAMEDA COUNTY <br />BOARD OF SUPERVISORS OPPOSE THE CLOSURE OF THE <br />VALLEY MENTAL HEALTH CLINIC AND SUPPORT ITS <br />CONTINUED OPERATION AND SERVICES <br /> <br />WHEREAS, the availability of mental health service is essential to <br />all areas of Alameda County; and <br /> <br />WHEREAS, the County of Alameda Mental Health services provides the <br />only quality accessible mental health care available to <br />many citizens; and <br /> <br />WHEREAS, the Valley Mental Health Clinic provides quality mental <br />health services essential to the Valley community; and <br /> <br />WHEREAS, the Valley Mental Health Clinic is the only such service <br />available in the area to serve those youth and adults <br />with limited incomes with long-term mental illness or <br />requiring regular psychiatric medication; and <br /> <br />WHEREAS, ranked by either productivity or cost effectiveness, the <br />Valley Mental Health Clinic compares very favorably with <br />other County mental health clinics; and <br /> <br />WHEREAS, the County staff has proposed the elimination of the <br />Valley Mental Health Clinic as a cost saving measure; and <br /> <br />WHEREAS, the closure of the Valley Mental Health Clinic will <br />resul t in local clients being unserved or forced to <br />travel long distances, wi th inconvenient public <br />transportation available, to seek services outside their <br />service area; and <br /> <br />WHEREAS, the proposed funding reductions are selective, resulting <br />in the Livermore-Amador Valley area being undeserved <br />compared to the remainder of the County; and <br /> <br />WHEREAS, the success of the new local housing programs for <br />recovering mentally ill, supported financially by citizen <br />donations, the City, the County via Housing and community <br />Development Rehabilitation funds, and State and Federal <br />grants, rests with the availability of services provided <br />by the Valley Mental Health Clinic; and <br /> <br />WHEREAS, the closure of the local mental health clinic is being <br />proposed at a time when the Valley is experience growth <br />and a need for expanding services; <br />
