<br />seven residential units are approved for Lot 25: one existing home and six new dwellings in the <br />HR areas. <br /> <br />This project was first reviewed by the Planning Commission at a March 8,2006, workshop. For <br />a detailed description of the discussion at this meeting, please see the attached Planning <br />Commission minutes and staff report. <br /> <br />The Planning Commission reviewed and recommended approval of the PUD development plan <br />at its meeting of May 24, 2006. The application is now before the Council for final decision. <br />If the development plan is approved, the applicant must next apply for tentative map approval to <br />allow the lot to be subdivided in accordance with the development plan. Tentative maps are <br />reviewed and approved by the Planning Commission. <br /> <br />The V ACSP requires that a new City water storage tank be constructed near the top of Lot 25. <br />On May 24, 2006, the Planning Commission approved the City's design review application for <br />the water tank and related improvements on Mr. Reznick's property. A conditional use permit <br />was also approved to allow a temporary soil stockpile to be placed on the upper portion of the <br />Reznick property. Unless appealed, the City Council will not review the design review and <br />conditional use permit applications for the water tank. <br /> <br />PROJECT DESCRIPTION <br /> <br />The applicant proposes to create seven single-family lots on the Hillside Residential portions of <br />the property and a water tank lot on a portion of the Open Space area. The existing residence and <br />accessory structures would be demolished. Custom homes would be constructed on all seven of <br />the single-family lots. Design guidelines for the custom homes would be subject to review and <br />approval by the Planning Commission at the time of the tentative map approval. The custom <br />homes would be subject to review and approval by the Planning Commission. <br /> <br />Please refer to the attached Planning Commission staff report, dated May 24, 2006, for additional <br />project information. Several items were unavailable at the time of the Planning Commission's <br />review of the PUD so they were deferred for City Council review and approval. These include <br />the drainage plan, the utility plan, the final tree report, and the fire management and open space <br />plan and the peer review of the geotechnical report and photo simulations. These items are <br />discussed below. <br /> <br />PLANNING COMMISSION ACTION <br /> <br />The Planning Commission held a public hearing on May 10, 2006, to review the subject <br />development plan. However, due to the lateness of the hour, this item was continued to the May <br />24, 2006, Planning Commission hearing after the Commission received public testimony from <br />Steve Brozosky, who would not be able to attend the next hearing.
