<br />Commissioner did not support the condition allowing two-story homes up to 27-feet tall <br />be allowed on the lots above the 540-foot elevation (Lots 3-7). <br /> <br />STAFF RECOMMENDATION: <br /> <br />Staff recommends that the Council approve the application by taking the following <br />actions: <br /> <br />I. Find that there are no new or changed circumstances or information which require <br />additional CEQA review of the project; <br /> <br />2. Find that the proposed PUD development plan is consistent with the General Plan and <br />Vineyard Avenue Corridor Specific Plan; <br /> <br />3. Find that the proposed water tank site location, home site locations, and road re- <br />alignment are consistent with the intent of the Vineyard Avenue Corridor Specific <br />Plan and are environmentally superior alternatives in that the locations minimize site <br />grading, tree removal, and visual impacts; <br /> <br />4. Make the PUD findings as listed in the attached Planning Commission staffreport; and <br /> <br />5. Introduce the attached draft ordinance approving PUD-54, subject to the draft <br />Conditions of Approval, Exhibit "B." <br /> <br />SUMMARY: <br /> <br />The application would create seven single-family lots for future custom homes and a water tank <br />lot. Staff and the Planning Commission feel that the proposed plan is appropriate in density and <br />design for this site, addresses the types of issues and concerns that staff normally has regarding <br />hillside development, and conforms to the Vineyard Avenue Corridor Specific Plan (V ACSP). <br />Staff believes that the conditions of approval adequately address the issues raised by the <br />adjacent property owners, Mary Roberts and Steve Brozosky. The applicant is in agreement <br />with the Planning Commission's recommended conditions of approval. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Greg Reznick has submitted a PUD development plan application for a seven-unit residential <br />development on Lot 25 of the Vineyard Avenue Corridor Specific Plan Area.
