<br />BACKGROUND <br /> <br />The City Council authorized the General Plan update in April 2003. Although most of the <br />General Plan work is being undertaken by staff, consultant technical assistant is required to <br />complete certain aspects of the project. In June 2006, the City Council approved contracts for <br />consultant services with EIP for the Environmental Impact Report, and with BAE for the <br />economic development strategic plan and a fiscal/economic impact analysis of the General Plan. <br />This request concerns a contract with Illingworth & Rodkin, Inc., Acoustical Consultants for <br />services related to the preparation of a Noise Background Report and assistance with preparation <br />of a Draft Noise Element. Illingworth & Rodkin, Inc. has previously completed several reports <br />for the City Wide Noise Monitoring Program, and also provided consulting services for the 1996 <br />General Plan Noise Element. <br /> <br />AGREEMENT WITH ILLINGWORTH & RODKIN, INC, <br /> <br />The proposed contract with Illingworth & Rodkin, Inc. is to provide acoustical consulting <br />services for the General Plan update. The Managing Principal, Richard Rodkin, will lead the <br />project which will consist of: documenting existing noise conditions with a noise monitoring <br />program; preparing noise exposure contours based on future traffic noise level estimates; and <br />assisting City staff in preparating a Draft Noise Element consistent with State law. The full <br />scope of Illingworth & Rodkins's work is described in Attachment 1, Exhibit "A", Scope of <br />Work. The proposed budget for the work is shown in Attachment 2, Exhibit "B", Hourly Billing <br />Rates and Budget. The proposed budget for the work is $29,270. Staff is recommending the <br />City Council authorize the City Manager to approve additional work up to a total of $32, 197. <br />The ten percent contingency would be authorized only for items not included in the original <br />scope of work such as additional noise monitoring sites if required or to address noise issues not <br />previously identified. <br /> <br />FISCAL IMPACT <br /> <br />Funds not expended in 2005-2006 for General Plan consultant services in the amount of $40,000 <br />will be carried over to this years' budget and will be sufficient to cover this contract and the <br />contingency. <br /> <br />Respectfully Submitted, <br /> <br /> <br />t:=-- <br /> <br /> <br />Director of Planning <br />and Community Development <br /> <br /> <br />~ <br /> <br />David P.
