Report Development (Deliverable) <br />, <br /> <br />The purpose of this Task is to define the Cities' operational needs and requirements, considering the <br />condition of the existing facilities, radio equipment, operating environment, and funding realities. <br /> <br />Macro will meet with selected representatives (field users, dispatchers, maintenance personnel) to <br />discuss current deficiencies and future requirements, which will help us identify potential changes or <br />improvements that could be made. These interviews would include identification of interoperability <br />requirements with alli'lll. agencies. We will also discuss the Cities' use of mobile computers and their <br />current application for rater consideration of integrated voice/data systems. We have assumed three, two- <br />hour meetings. <br /> <br />Macro will follow-up with a survey of key communications facilities (repeater and BDA sites, dispatch <br />centers [2]) for possible reuse or refurbishment. We will analyze the current service area, functional <br />needs and interoperability requirements of the users, as these are a prerequisite to any conceptual design <br />activities. Macro will also consider any regulatory issues that could affect the Cities' continued use of <br />channels in the 800 MHz radio band. <br /> <br />As part of our assessment, Macro will characterize the radio coverage provided by the existing Doolin <br />site, as well as the existing outdoor BDA sites, by producing computer-based coverage prediction maps. <br />These will be helpful in verifying reports of poor coverage, and later when comparing various <br />alternatives. <br /> <br />We will also perform airtime measurements to establish the current system voice call "load". Such <br />measurement data can be collected from the City's trunked radio system, the voice-logging recorder, or <br />directly off-the-air. We will work with the City to establish the best method to collect this information. <br />If needed, Macro can provide equipment that will measure the airtime directly off the air. <br /> <br />The culmination of this task will be the publication of a Needs Analysis Report. This report would <br />specifically identify and prioritize any current coverage or operational deficiencies, as well as user needs <br />and requirements. <br /> <br />A draft report will be issued initially for City review and comment.
