JJVEI~tOR[
.~.f.J,~.,

Wireless Communications
Consulting RFP / RFQ #6001

MACRO

In

Section 3 - Questionnaire Responses

Section 3.1 - Services Offered

Background

The Cities of Livermore and Pleasanton (Cities) operate an 800 MHz Motorola SmartNet trunked radio
system, which was originally purchased and installed in the late 1980s. The system consists of a single
five-channel repeater site located off Doolin Canyon Road, just north of Interstate 580 in Livermore. It is
an analog system. The system's operating software was upgraded in the 1990s (from SmartNet VI), and
new Quantar repeaters were recently purchased to replace the aging Micor models.

The trunked radio site is connected to each dispatch center via microwave radio links.

Nine (9) bi-directional amplifiers (BDAs) exist to fill coverage gaps in the system's coverage area. The
two BDA units in Livermore serve outdoor areas of the City. Two of the seven units in Pleasanton serve
outdoor areas, while the remaining units serve indoor areas in corporate and City buildings, as well as
Stoneridge Mall.

The radio system is used by all major City departments, including Police, Fire,' Public Works,
Engineering, Building Inspection, Parks and Recreation, Information Services imd Paratransit.
Additionally, Livermore Area Parks & Recreation District (LARPD) operates on this system. The radio
system supports over 800 mobile and portable radios.

Two dispatch centers exist, one at each City. City public safety radios and consoles are also programmed
to operate on state mutual aid channels, as well as the Alameda County trunked radio system.

Proposed Scope of Work

Macro has proposed Tasks consistent with those in the RFP. Thus, we take no exceptions to the Phase I
tasks in Appendix E of the RFP.

Task I provides a complete needs analysis, which identifies current system deficiencies and user needs
and requirements. Task 2 considers issues identified in Task I, and provides various alternative system
designs and options that might address these deficiencies and requirements, as well as provide additional
benefits to the Cities.

Task 3 summarizes our findings and presents the Task 2 alternatives - and our recommendations, if
desired - in an Executive Summary, appropriate for management and/or City Council review.

] Livermore - Pleasanton Fire.

Proposal No. 4763
Copyright@2oo6 Macro Corporation

Communications Services

Section 3 - Questionnaire Responses
Page 3
