<br />contractor. In order to provide the necessary inspections through <br />completion of the project, it is necessary to amend the contract with <br />S & C. Staff is recommending that the City Council approve Contract <br />Amendment Number 1 for Consultant Services with S & C Engineering in <br />the amount of $18,500.00. Funding for these additional services is being <br />provided under terms of a reimbursement agreement with BIC, which will <br />also need to be amended to reflect these additional services. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Bernal Investtnent Company (BIC) , with principal Greenbriar Homes Communities, is <br />required as part of its Bernal Property development project to construct the Valley Avenue <br />Railroad Undercrossing. The project includes the extension of Valley Avenue from Laguna <br />Creek Lane to the intersection of Case A venue crossing the Union Pacific Railroad tracks via <br />a new undercrossing. The street section will allow for one traffic lane in each direction, plus a <br />6-foot wide disabled vehicle area on both sides of the street and a separated bike/pedestrian <br />walkway. The undercrossing will be similar to the Bernal Avenue undercrossing, but with <br />fewer lanes. In addition to the street extension, the project also involves the rerouting of the <br />Zone 7's B-2 channel around the undercrossing, including the installation of a concrete box <br />culvert where the channel crosses under Valley Avenue. <br /> <br />BIC hired DeSilva Gates, a general contractor, to do this work. Because of the complexities <br />of the railroad bridge and undercrossing, the City entered into a consultant contract with S & <br />C Engineering (S & C) to provide engineering shop drawing review and inspection services <br />for the railroad bridge structure, including temporary shoring, the storm drain pump station <br />and the storm drain box culvert for the Valley Avenue Railroad Undercrossing. The City <br />commonly enters into separate consultant contracts to provide engineering shop drawing <br />review and inspection services during the construction of specialty structures, such as bridges, <br />pump stations and reservoirs, as the City does not have staff specialists in these areas. <br /> <br />S & C has provided consulting services on a time and materials basis, with services to date <br />totaling $77,170.00. Unfortunately, there have been several major revisions to the contractor's <br />shoring design (which allows the contractor to work closer to the active railroad tracks during <br />the excavation for the undercrossing). These revisions included additional inspections and <br />resolution of welding deficiencies. Additionally, at staff's request, S & C subcontracted with <br />another specialty engineering firm to inspect in-place welds. This inspection revealed several <br />welds that were rejected; consequently, more welds needed to be inspected than were <br /> <br />SR:06:198 <br />Page 2 of 4 <br />
