Then look at a delta table to see clearly what <br />the model is showing versus what we have today. That would make it easier to see the <br />impact of taking various things out of the plan. <br /> <br />Mr. Swift proceeded with the staff report. <br /> <br />Mr. Knowles presented the details of the traffic model. There was discussion about how cut <br />through traffic was counted and how it was represented throughout the network. <br /> <br />Mr. Brozosky asked if the assumption included the HOT lane on the Sunol Grade? <br /> <br />Mr. Knowles assumed the status quo. It will not be built until the mitigation for the <br />downstream traffic is constructed. The other cities agree with this assumption. <br /> <br />Ms. Fox indicated Dublin's arterial capacity is almost filled on the north side of <br />1-580 due to people trying to bypass the freeway. Ifone assumes that X% is coming off 1- <br />580 and cutting through now, can staff estimate what the additional percentage would be <br />coming off the freeway and cutting through if all the network were built out? <br /> <br />Mr. Knowles said if one looks at the big picture, all the areas are generating more trips. The <br />number of motorists wanting to cut through may be increasing, but so is the total number of <br />motorists in the general area. When Hacienda Business Park built its infrastructure, there <br />was plenty of surplus capacity, but as the park built out that surplus was no longer as <br />convenient for cut through traffic, because it was being used by the employees of the park. <br />The delay on those roadways is going up relative to the delay on the freeways. Dublin has <br />opened some new roads, but as the new businesses and residents are built, those roads will <br />no longer be available for surplus capacity. <br /> <br />Mr. Knowles reviewed the various street-widening scenarios. <br /> <br />Ms. Maas asked ifhe recommended leaving the widening of Hopyard Road in the General <br />Plan or would he remove it since it would make no difference either way? <br /> <br />Mr. Knowles said everything needed to be considered before one thing could be taken out. <br /> <br />Mr. Swift indicated these are the questions staffwill ask for recommendations and decisions <br />to be made. Those conditions can only be made when all the information is provided. <br /> <br />Mr. Brozosky asked what effect the elimination of the West Las Positas interchange had on <br />the widening of Hopyard? <br /> <br />Mr. Knowles indicated there was a table showing cumulative effects.
