How <br />many go to Dublin Boulevard, take Stanley, and how many will assume Stoneridge <br />extension is going through. He felt if Stoneridge extension is removed, he believed the level <br />of service at Pimlico would change significantly. <br /> <br />Ms. Roberts referred to the intersection at StanleylBemalNalley. At build out, it is projected <br />to be at LOS C, with the completion ofEl Charro, Stoneridge, and West Las Positas. At <br />present it is far higher than LOS C. <br /> <br />Ms. Hosterman felt staff should move forward with the model presented. She felt everyone's <br />concerns would be addressed. <br /> <br />Mr. Swift proceeded with the staff report. <br /> <br />There was discussion regarding verification of actual trip data and how it was done. <br /> <br />Ms. Fox inquired if cut through traffic were added to the 3,550, what would be the number, <br />assuming some roads were extended to Jack London parallel to 1-580 to Vasco Road. Would <br />it triple or double? <br /> <br />Mr. Swift said that number is available, but he would have to find it for her. Mr. Knowles <br />said it was about a 25% increase. At build out, not only are freeways congested, but local <br />routes are congested as well. <br /> <br />Mr. Blank asked if that 25% took into consideration the General Plans for Livermore and <br />Dublin? <br /> <br />Mr. Swift said the model included the complete build out of Livermore's current General <br />Plan as well as East Dublin and Dougherty. <br /> <br />Ms. McGovern felt the staff report was indicating the General Plan Circulation Element <br />does not work. She wanted to hear the points why it doesn't work and felt questions could be <br />asked after that. <br /> <br />Mr. Swift said it doesn't work with the assumed land use with the assumed network leaving <br />the policy for Level of Service D in place. If some of the street widenings are taken away, <br />chances are it will make other street intersections worse. The simplest way to look at it is to <br />say what is the widening or extension all about, who benefits by it, who would use it, if it <br />were there, and all the other things were there, and then go back to square one and start with <br />existing plus approved and add combinations of things to see how things can be modified to <br />reach a point of comfort. It is not a question of what works, it is what can we be satisfied <br />with. The San Francisco Board of Supervisors is satisfied with traffic downtown, it doesn't <br />mean that is what Pleasanton residents would accept. <br /> <br />Ms. McGovem felt people are looking for a certain level in the community.
