CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 91-24 <br /> <br /> ~ESOLUTION ESTABLISHING HILlaIDE OPEN SPACE <br /> POLICIES, STANDARDS AND ACCESS FOR PROPERTY <br /> WEST OF FOOTHILL ROAD LOCATED AT THE 670 FOOT <br /> ELEVATION AND BELOW <br /> <br />WHEREAS, at its meeting of February 19, 1991, the City Council <br /> reviewed the report of the Director of Parks and <br /> Community Services (SR 91:42) regarding proposed policies <br /> to apply to the hillside area on the east slope of <br /> Pleasanton Ridge, between Bernal Avenue and Dublin Canyon <br /> Road, at or below the 670 foot elevation; and <br /> <br />WHEREAS, these policies and standards were reviewed by the Park <br /> and Recreation Commission at three meetings, with the <br /> final recommendation being adopted at its meeting of <br /> September 13, 1990; and <br /> <br />WHEREAS, the hillside open space has considerable value for public <br /> recreational use, particularly as trail corridors, and it <br /> is important that policies be established with regard to <br /> this area; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: The City Council hereby adopts the following policies <br /> and standards regarding the property west of Foothill <br /> Road, between Dublin Canyon Road and Bernal Avenue, at <br /> and below the 670 foot elevation. <br /> <br /> Policies: <br /> <br /> 1. The policy of the City is to acquire by fee title <br /> or easement access to Pleasanton Ridge eastern <br /> slope hillside open space areas that will allow the <br /> development of a hillside public trail system from <br /> Dublin Canyon Road in the north to Augustin Bernal <br /> Park in the south, utilizing both the lower slope <br /> area that roughly follows the fault zones, to that <br /> open space area above existing or proposed <br /> development if operational costs can be met. <br /> <br /> 2. It is the policy of the City to site trails in such <br /> a way as to minimize their impact on private <br /> property and homes. <br /> <br /> 3. It is the policy of the City to accept dedication <br /> of accessible open space hillside land that has <br /> been determined to have considerable public <br /> recreational value either because it is contiguous <br /> to existing or potential open space park lands or <br /> has unique or considerable resource value if <br /> operational costs can be met. <br /> <br /> <br />
