PURPOSE OF ALIGNMENT PLAN <br /> <br /> The alignment plan, once adopted, will form the basis for <br /> -. establishing setbacks for new development along the west side of <br />_- Foothill Road. Presently, the Yee, A-M Homes, Hempy, and Presley <br /> projects are awaiting answers to the final location of this <br /> roadway. The Laguna Oaks project is awaiting a final determination <br /> on the median treatment to be used. <br /> As indicated earlier, the right-of-way is not shown. It will vary <br /> as projects are designed with frontage roads, individual houses, <br /> etc. Staff anticipates the landscaping study now underway will <br /> recommend minimum distance from curb to right-of-way line for <br /> satisfactory landscaping to achieve a rural' character. <br /> <br /> ENVIRONMENTAL ASSESSMENT <br /> <br /> An EIR was prepared for the General Plan which covered the Foothill <br /> Road lane configuration and general alignment. Accordingly, no <br /> additional environmental review is necessary at this time. <br /> <br /> FISCAL ANALYSIS <br /> <br /> Adopting an alignment plan has no immediate costs associated with <br /> it. To the extent the selected plan requires right-of-way <br /> acquisition from non-developing properties, the City may be <br /> required to acquire the necessary land at prevailing fair market <br />-- prices. Development of the roadway is predominantly to be <br /> completed by adjoining new development. For instance, the Laguna <br /> Oaks project will construct the entire section from Bernal to <br /> Raccoon Hollow Court. Other projects - Yee, Garms, Hempy, Moller, <br /> Presley - will also construct major portions of the widened <br /> roadway. However, there are likely to be a few places where either <br /> no development is likely to occur or the adjoining development <br /> would be too small to require major improvements. In these <br /> situations, the City, through its Capital Improvement Program, will <br /> likely be the road builder. <br /> <br /> As the roadway is widened, it will cost more to acquire right-of- <br /> way and to construct. In general, to the extent the City will pick <br /> up some of the costs, the wider the alignment chosen, the more the <br /> ultimate cost to the City. <br /> <br /> STAFF RECOMMENDATION <br /> <br /> Staff recommends an alignment which will protect the future width <br /> of the right-of-way while allowing a smaller street, compatible <br /> with long-term plans and existing street development, to be <br /> developed in the interim. <br /> <br /> SR91:52 15 <br /> <br /> <br />
