PROPOSED SOUTH LIVERMORE VALLEY PlAN <br /> January 4, 1991 <br /> Page 7 <br /> <br /> of this Plan and shall seek Federal and State tax-exempt status. Mitigation fees discussed above <br /> shall fund the trust. <br /> <br /> Funds may be used for purchase of fee title or easements to retire development fights on lands <br /> within the area and for ongoing administrative co~ts. A revolving loan fund to assist in <br /> development of cultivated agriculture may be established. Up to 10 percent of trust funds may <br /> be used to market and promote the South Livemore Valley as a special agricultural area. <br /> <br /> Standards and priorities for acquisition of land or easements shah be based on the following <br /> considerations: <br /> <br /> A. Development of a critical mas-~ to sustain agricultural operation in the Sou~.h Livenore Valley. <br /> <br /> B. Preservation of prime lands best suited for agriculture and most threatened by development <br /> pressures; <br /> <br /> C. Preservation of contiguous tracts of agricultural land of a size large enough to maintain <br /> commercial agricultural operations; <br /> <br /> D. Minimizing conflicts with non-farm uses; <br /> <br /> E. Definition of the urban edge. <br /> <br />4. Transferable Development Credits: Within the context of the general plan review, the <br /> Transferable Development Rights issue should be evaluated as an option for Valley-wide <br /> application. At present, its feasibility for application within the narrow scope of this plan has not <br /> been established. <br /> <br />5. Development of Sources of Irri~ati0n Water: The long-term availability of California Water <br /> Project water in amounts necessary for irrigation of the expanded viticulture industry is uncertain. <br /> Wastewater reclamation and development of other water supply and delivery resources will be <br /> encouraged. <br /> <br />SOUTHLV5.1mm <br /> <br /> <br />
