PROPOSED SOUTH LIVERMORE VALLEY PLA~' <br />January 4, 1991 <br />Page 3 <br /> <br />LAND USE POLICIES AND REGULATIONS <br /> <br />Base Zoning <br /> <br />All lands within the Vineyard Area shall be zoned according to the Alameda County General Plan <br />designation of Vineyard District, which shall be unique to the area. Base zoning for the Vineyard <br />District shall retain all existing parcel size regulations as of January 1, 1991 which normally set a 100 <br />acre minimum, and shall permit agricultural uses that are compatible with the promotion of the area <br />as a Wine Region. Permitted and accessory uses normally allowed under the A (Agricultural) District <br />shall be restricted to preclude incompatible uses. <br /> <br />Conditions for Development Above Base Zonin~ <br /> <br />Increased levels of development may occur within the South Livermore Valley Plan Area under <br />special conditions in four land-use categories: <br /> <br />1. CUltivable Land: Cultivable land shah encompass those lands classified by the Soil <br /> Conservation Service, as modified by the Citizens Advisory Committee, to be suitable for <br /> vineyard production -- approximately 7,000 acres plus whatever additional potential exists east <br /> of Livermore. Lands not currently within the cultivable designation shall be so designated at <br /> the property owner's request upon proof that the land is capable of supporting vineyards. <br /> <br /> If PD (Planned Development) zoning is granted, cultivable lands, including existing vineyard <br /> lands, may be subdivided into 40 acre parcels and developed to a density of up to two units per <br /> 40 acre parcel if the following criteria are met: <br /> <br /> A. Development on the parcel is organized to minimize the loss of cultivable lands, <br /> through clustering or other techniques, and to maximize the potential use of the rest of <br /> the land for vineyards or other intensive agricultural uses; <br /> <br /> B. Homesites are limited to two acres per 40 acres of land within the Planned Development; <br /> <br /> C. Structures within the Planned Development District conform with design guidelines to be <br /> established by the County for this District. Structures shah be subject to Site Development <br /> Review by Alameda County; <br /> <br /> D. Agricultural conservation easements are dedicated to Alameda County on a minimum of <br /> 90 percent of the land; <br /> <br /> E. One residence is allowed on each parcel. As an additional incentive to plant vineyards, each <br /> 40 acre parcel may develop a second home only ff both homes are located on the same two <br /> <br /> <br />
